Starting January 1, 2025, a new California law will allow cannabis businesses to expand their offerings to include food, non-alcoholic beverages, and live entertainment. Signed by Gov. Gavin Newsom on September 30, Assembly Bill 1775 amends the Business and Professions Code to permit these enhancements in establishments where cannabis is sold and consumed.

Under the new legislation, cannabis lounges and cafes can now serve prepackaged, non-cannabis-infused food and non-alcoholic drinks. They may also host live performances, including concerts, in designated areas where cannabis consumption is allowed.
Despite these changes, the law maintains restrictions prohibiting the sale or consumption of alcohol and tobacco products on the premises. Additionally, access to these lounges remains limited to individuals aged 21 and older.
One of the first businesses to take advantage of this law is Sessions by the Bay, located at 700 Bay Marina Drive in National City. Occupying a 16,000-square-foot space, it is set to become San Diego County’s first cannabis lounge. Initially envisioned as a luxurious Moroccan-inspired venue for social cannabis consumption, the lounge will now also offer craft cannabis-infused mocktails and gourmet bites.
Sessions by the Bay plans a soft opening on January 17, 2025, followed by a grand opening celebration on February 7.
The introduction of cannabis cafes and lounges is subject to local licensing and permitting laws. Entrepreneurs interested in opening similar establishments must comply with regulations specific to their jurisdictions.
