The officers were previously accused of falsely claiming they smelled cannabis during a stop and search involving Black British athletes Bianca Williams and Ricardo Dos Santos in July 2020.
The incident, which occurred while the couple was driving with their infant son, had sparked accusations of racial profiling within the police force.
The Police Appeals Tribunal overturned the original disciplinary ruling, calling it "irrational" and "inconsistent."
The initial panel had determined that the officers lied about detecting cannabis to justify the stop and search. However, the appeals tribunal disagreed with that finding, allowing Clapham and Franks to regain their positions.
The case has reignited debate over racial bias in policing, particularly regarding stop-and-search practices disproportionately affecting minority communities.
Despite the controversy, senior officials have defended the officers' integrity and expressed hope that the ruling will help restore their reputations. This development adds to the ongoing scrutiny of the Metropolitan Police's handling of race-related issues.
